The challenge
GitHub acquired the rights to use OpenAI's Codex model in 2021. The technical capability existed to autocomplete code, but turning a research model into a product used by millions of developers required solving problems of latency, accuracy, safety, and developer trust that the underlying model alone couldn't address.
The strategy
GitHub's product strategy was to integrate Copilot directly into VS Code — the IDE already used by 14 million developers — rather than asking developers to change their workflow. The AI would come to the developer, not the other way around. Suggestions would appear inline, feeling like a natural extension of typing.
